NewValidation: Validate is Number of TEP-to-TEP atomic counters is within supported scalability limit

What needs to be validated

We should validate if APIC is not out of scalability limits for Number of TEP-to-TEP atomic counters.

This is explained under https://bst.cisco.com/bugsearch/bug/CSCvy45102

We should check for output of:
apic# moquery -c dbgAcPath | head -n 1
Total Objects shown: 4

If this is above 1600 test should fail.

Workaround can be applied:
Restart dbgr process on all APICs. To prevent issue, disable ongoing atomic counters under Operations --> Visualization --> Settings --> Administrative State: Disabled.

Why it needs to be validated

When this is out of validation some service like config backup or snapshot may not work properly, which is important during upgrade activity.
