incorrectly says not enough observations when discrete option is specified #2

The command executes without issue when passed to the ssc stable binscatter release. Note that no confidence intervals were specified in the command, so the error is coming with "base" binscatter functionality on this build.

It looks like the changes to the y-means code to recover confidence bands inadvertently broke discrete in some cases.

Note that this doesn't necessarily break, as some calls with discrete will execute correctly.
