The integrated data set for 2009 & 2010 contains a data file named S100139_VOC.XLS. Site 100139 (Vancouver - Burrard Inlet) is not a valid site according to the site definition sheet. It may be a one-time special study. This sheet appears to have valid data. Unfortunately, it does not contain enough information to create a site record on-the-fly.

As a work-around I'll exclude the file from the downloader.
