Prediction tile generation fails silently

If TLE data fails to fetch, that failure is logged (see https://github.com/developmentseed/eo-predictor/actions/runs/21502800516/job/61952490412#step:8:17), but tile generation continues.

This leads to missing predictions for data that lands on the website.

Better error handling or checks should be added. E.g., if TLE data fails to fetch, we can re-try after a short pause.
