Cannot send notification when change detected - 'charmap' codec can't decode

There is two sample url by changedetection.
one is working fine which I can receive notification on telegram but one without notification but change is detected, log as follows:

i have another url which got the same error 'charmap' codec can't decode byte and cannot receive notification,
