add chart for cumulative penalties by jam (which also makes 2-up view in pdf readers more useful)

Is your feature request related to a problem? Please describe.
I'd love to have:

• a chart for the accumulation of penalties over the course of a game, like we have for cumulative score.
• failing that, almost any chart inserted after page 3, so the per-team jammer stats & penalties would appear on adjacent side-by-side pages in PDF viewers.

hacking the code to insert a blank page after page 3, to make the charts on 4 and following happen one page later. but I think the cumulative penalties chart would be handy.
