[plc-replica] CLI option to dump entire DB as JSON lines

For simplicity it should just dump to stdout. The format should be JSON lines, similar to /export. Would be nice if it accepted a cursor.

This would allow applications to process things in bulk, like building a database between DIDs and handles.

It would work, but it would be less than ideal. HTTP requests are asynchronous in most languages and requires bidirectional communication. Executing a command and reading its output doesn't have these issues and its compatible with cli tools like jq.

The export endpoint would still be worthwhile for those who want to extract data while plc-replica is running. But in my case I'm fine with stopping plc-replica to dump its data.
