支付宝小程序配置基础样式无效 #586

bug描述
在dev和build命令下，支付宝小程序没有引入基础样式。无论是不设置baseStyle，亦或设置baseStyle.alipay = true，都没起作用，但是修改微信小程序的配置是可以的。

复现bug的步骤
运行cml alipay dev 或者 cml alipay build。为了排除是我们项目其他配置项的干扰，我重新起了一个测试项目，发现也是同样的问题，基础样式的类名有，但是没有基础样式。
