Add context specific copying behavior

There are situations where we may want to copy a certain record for different purposes with different requirements. Copyable should be able to account for this

For example the out going district rollover un dmStaffing essentially creates duplicate records only changing the necessary association ids. This has on several occasions precluded the use of copyable for creating 'in district' copies.
