restapi for file local replications

Making a wild suggestion to maybe improve some situations where we need some dataset to be under multiple copies at the site to spread the load (@DAMason).
Is there any way we can have the phedex agent operate files replication in the local storage, so that one can shoot a dataset name to a restapi and get it replicated locally.
