Consider deprecating the global containers

Instead of having global ConfigNamespaces each loader could accept and return a config namespace, which could be passed around and schemas could be a "view" to that config namespace.

This would remove the ability to register expected configuration.

We're actually experiencing issues loading multiple config files with this module because of the globals.
