Release 0.40 to CPAN?

I don't see 0.40 on CPAN, but it has a very helpful change in the max_server_delay which I ran into recently. It would be nice to make that available on CPAN as well. I see there is already a 0.40 Changelog entry.

Good point. I planned to have more changes before pushing that to CPAN, but did not an opporttunity to do so. Will see if I can sort it out this weekend.

No rush for me as I'm currently working off of a fork (because of #100) but it probably would be a good thing regardless. 😄
