Just a question,
Normal that directories for the French translation is called "fr" now and the English still "en-US" since the Polimer 2 update 2?

it's works for French translate, don't test for English

Locale language depends of your navigator language configuration.
It's a real problem, each user can have different config (fr, fr-FR, en, en-US, ....)
To no simplify order preference could be different (fr-FR, fr, ...)
So many user configuration, and I don't know how to handle this.
Duplicate translation file in each directories (fr, fr-FR) will work, but it's not simple for support :(
It seems symbolic link on server resource not work :(
