abstract = {Debate about social-spatial ordering systems began as the opposition between planning and markets. This symposium discusses a related dichotomy: teleocracy (traditional directive planning) vs. nomocracy: social-spatial ordering by general-relational rules. This debate is not only theory; real institutional proposals and alternative practices demonstrate its practical relevance. In addition to the introduction, three contributions make up this volume.
Why Nomocracy elaborates the case for nomocracy, claiming its superior effectiveness and morality. Only general relational rules can guide complex societies and enable spontaneous order in the face of structural ignorance, which defeats teleocratic projects and plans. Normatively, radical pluralism prescribes nomocracy as the preferred alternative to teleocracies that imply a particular vision of the ``good society''.
Spatial planning rules and regulations distinguishes between planning as a government decision process and planning as a technical activity, emphasising the cyclical character of spatial planning processes and the technical autonomy of rules and regulation. Definitional analysis concludes that spatial planning is essentially nomocratic, with grids and rules determining cities' morphologies. Though`nomocracy' and `teleocracy' may have some heuristic value, this dichotomy is not very helpful for planning practice.
Towards a dialectic theory of planning proposes a synthesis that recognises nomocracy and teleocracy as complementary social ordering systems. An association between nomocracy and institutions, and between teleocracy and organisations was found, which has limited analytical value but offers useful normative rules. Whilst ideal types of planning seem associated with teleocracy or nomocracy, the real world demands both, suggesting contingent rules for adopting these modes in planning.
Two points of general agreement are:-
Nomocracy is the preferred social-spatial ordering approach for regulating complex self-organising systems -- societies and cities.

These concepts -- nomocracy and teleocracy -- have limited use for applied research and empirical analysis of planning practices.
But the contributors disagree on definitions, leading to divergent normative conclusions:1.
Nomocracy should be the dominant social-spatial ordering system. State planning for other sectors should be limited to nomocratic instruments, defined as universal-general relational laws and rules.
2.
Rule-based spatial planning can be viewed as a form of nomocracy, necessary for spatial expression of the polity's public interest. Such planning includes schematic spatial topologies (e.g. the urban grid) and regulative planning.
3.
Nomocracy and teleocracy are complementary social-spatial orders. A planning subject should act as an institution when ``planning for others'', using nomocratic tools to promote common values; when ``planning for itself'' it should use teleocratic tools acting as an organisation to realise its goals.},

abstract = {The post-positivist domination of planning theory in recent years has rightly highlighted the social and political context of theories. Its impact through various guises including collaborative, postmodern and neo-pragmatic approaches has been significant. However, one area that has been immune to these broad changes and interpretations is typologies of planning. Typologies provide heuristics for academics and practitioners that help map the landscape of ideas that influence a particular field. As such they are crucial to any understanding of a diverse theoretical area such as planning. This article seeks to develop a post-positivist typology for planning theory. My typology is based upon the broad themes of post-positivism including the belief that all theory is to greater or lesser degrees normative, a non-linear conception of time and progress and the introduction of spatial and temporal variance in any understanding of the formulation, interpretation and application of theory. The result is an approach that does away with two traditional planning theory dualisms - the procedural-substantive distinction and the theory-practice gap. It also provides a locally diverse and unique interpretation of planning theory at the national and sub-national scale that rejects the idea that local interpretation of theories and their application can be assumed to be consistent with ideas operating at a higher (often supra-national) scale.},

Die hier dargestellten Verfahren waren bis 2011 Bestandteil des Lehrbuchs Multivariate Analysemethoden. Dort werden die vor allem f{\"u}r das Bachelor-Studium zentralen Verfahren der Regressions-, Zeitreihen-, Varianz-, Diskriminanz-, logistischen Regressions-, Kontingenz-, Faktoren-, Cluster- und Conjoint-Analyse behandelt. Das bereits in der 14. Auflage vorliegende Buch Multivariate Analysemethoden der Autoren wurde im Jahr 2015 anl{\"a}sslich des 50. Kongresses der Deutschen Marktforschung des BVM~Berufsverband Deutscher Markt- und Sozialforscher e. abstract = {How can one distinguish the concept of second modernity from the concept of postmodernity? Postmodernists are interested in deconstruction without reconstruction, second modernity is about deconstruction and reconstruction. Social sciences need to construct new concepts to understand the world dynamics at the beginning of the 21st century.Modernity has not vanished, we are not post it. Radical social change has always been part of modernity. What is new is that modernity has begun to modernize its own foundations. This is what it means to say modernity has become reflexive. It has become directed at itself. This causes huge new problems both in reality and in theory. There has been a pluralization of the boundaries within and between societies, between society and nature, between Us and Other, between life and death. This pluralization also changes the inherent nature of boundaries. They become not so much boundaries as a variety of attempts to draw of boundaries. Border conflicts become transformed into conflicts over the drawing of boundaries. Where postmodernism simply celebrates this multiplication of boundaries, the theory of second modernity starts with the problem this new reality poses for individual and collective decisions, and with the problem that the continued existence of such decisions poses for theory. Institutions that are capable of such conscious boundary drawing are enabled in a way that those of the first modernity were not. But this process also generates qualitatively new kinds of trouble and crises. To investigate those troubles is to unveil the emergence of the second modernity.},

abstract = {This CAPE Inaugural Lecture poses the question ``should some political ecology (PE) be useful?'' and reviews the challenges and opportunities facing academic researchers wishing to engage with policy makers, politicians, activists, the media and social movements in both the global North or South. Environmental justice provides an ethical justification for political engagement, but an essentially critical and challenging PE can put off research funders and international and national actors in policy making spheres. PE, especially post-structuralist PE, is often ill-understood and distrusted by many both inside and outside the academy, and a critical realist approach is better recognised by many intended audiences. There are many reasons given to resist an engaged PE, especially as PE has been and continues to be associated with ``development''. A practical and dynamic approach to engaged PE research is suggested.},

abstract = {Effective climate adaptation requires engagement (awareness, motivation, and capacity to act) at relevant scales, from individuals to global institutions. In many parts of the world, research attention has focused on the engagement of the general public. We suggest that studies also need to focus on key stakeholders in the government and non-governmental sectors who participate in adaptation planning processes, so that a better understanding may be achieved of the distinct knowledge cultures that influence their engagement with climate change. Indonesia is a key actor in climate adaptation because of the potentially dire consequences for its population's livelihoods and well-being. In this paper we consider whether `climate knowledge cultures' exist amongst stakeholders at multiple organisational levels in Nusa Tenggara Barat (NTB) Province, Eastern Indonesia. Surveys were conducted with 124 stakeholders from differing levels at the beginning of four multi-stakeholder climate adaptation workshops. Questions elicited perceptions of their region's challenges, observation and awareness of climate change, feelings they associated with climate change, beliefs regarding causes, risks and preparedness for climate change, and timeframes they associated with the future. Across all levels, climate change ranked highest as the first challenge participants identified, followed by food security, but well-being ranked highest when the top three challenges were combined. Most participants believed climate change was happening, but those working at higher organisational levels were more likely to attribute climate change to human factors whereas those at lower levels were more likely to think it was a natural phenomenon. Women were in greater agreement and more optimistic than men about current government policies to cope with climate change. Perceptions differed between sub-districts, reflecting NTB's climatic diversity. We note that although climate change is an issue of concern among NTB stakeholders, the potential privileging of some knowledge cultures may lead to its association with cultural and political elitism. Second, climate change needs to be viewed alongside the myriad other challenges facing NTB, some of which have greater perceived immediacy. This analysis highlights the need for planning that can accommodate and integrate the diverse knowledge cultures and adaptation objectives that exist at multiple levels.},

abstract = {The example of peatlands is used to demonstrate the challenges facing the sustainable management of natural resources in situations where the fragility of an environment is not appreciated by all stakeholders. We reveal, through the use of a survey applying both contingent valuation and discrete choice experiments, that many local people and others within the wider population, value peatlands as an example of a cultural landscape. However, there is a reluctance to stop extracting peat for domestic fuel even though the activity is undermining the ecological sustainability of this same landscape. This resistance is shown to arise because the cutting of peat is a well-established land use and a cessation of peat cutting is perceived to require the abandonment of traditional rights. In addition, the activity is widely regarded as more benign than industrial scale cutting for energy. The value attached to the landscape is an opportunity for conservation policy, but for this to succeed there must be an acknowledgement of local interests.},

abstract = {Cities draw from many voices, many rationalities. However, planners often make an effort to separate dissimilar uses from each other and even neglect plural rationalities. Their plans work like condoms, designed to defend us against being raped by the cacophonous abundance of the metropolis. The metaphor, borrowed from Georg Simmel (1903), encourages planners to use monorationality as a tool for planning. But is diversity, even if cacophonous, not also a vital sign of urbanity? abstract = {This paper is motivated by a concern that adaptation and vulnerability research suffer from an under-theorization of the political mechanisms of social change and the processes that serve to reproduce vulnerability over time and space. We argue that adaptation is a socio-political process that mediates how individuals and collectives deal with multiple and concurrent environmental and social changes. We propose that applying concepts of subjectivity, knowledges and authority to the analysis of adaptation focuses attention on this socio-political process. Drawing from vulnerability, adaptation, political ecology and social theory literatures, we explain how power is reproduced or contested in adaptation practice through these three concepts. We assert that climate change adaptation processes have the potential to constitute as well as contest authority, subjectivity and knowledge, thereby opening up or closing down space for transformational adaptation. We expand on this assertion through four key propositions about how adaptation processes can be understood and outline an emergent empirical research agenda, which aims to explicitly examine these propositions in specific social and environmental contexts. We describe how the articles in this special issue are contributing to this nascent research agenda, providing an empirical basis from which to theorize the politics of adaptation. The final section concludes by describing the need for a reframing of adaptation policy, practice and analysis to engage with multiple adaptation knowledges, to question subjectivities inherent in discourses and problem understandings, and to identify how emancipatory subjectivities -- and thus the potential for transformational adaptation -- can be supported.},
