@mmitche wrote a tool to analyze .NET builds by looking at the repository's YAML and the Azure DevOps timeline and then applying various analyzers to the results. The tool lives at: https://dev.azure.com/dnceng/internal/_git/dotnet-buildanalyzer

We should examine the tool and determine if we can, and how to use it for ongoing analysis of build wait times.
