Released 3.1.0 - rename repo to robotcad, improvements and fixes!

1. Renamed repository and mod directory to robotcad.
2. Added force container recreate option (-f) to fast start script. If you update to 3.1.0 you need to use bash run.bash -f (one time).
3. Fix required Python version from 3.8 to 3.10. Some FreeCAD versions can have python 3.8 and RobotCAD will throw error like this Error Freecad Snap Instalation #21. Use fast run script or other FreeCAD build.
4. Disable deprecated Set Placement tool.
5. Added detectable ROS2 versions.
6. Fix of issue with manual installation of RobotCAD (related to wrong mod directory).
