xWebAdministration: Opt-in to publish wiki content

We should opt-in to publish wiki content https://github.com/PowerShell/DscResource.Tests#publish-wiki-content

To be able to opt-in we need to

• Resolve issue Add a README.md to each resource folder #452
• Remove all of the resource documentation from the README.md (it will be generated automatically) - effectively closing issue Reorder resources alphabetically in README.md #449 and Add a a ToC to the resource section in the README.md #450

Bug fixes and new functionality will only be added to the renamed resource.
