I noticed that when Target Enhancements is enabled, the feature of Combat Utility Belt called Select/Pan token stops working normally. That feature allows a token to be automatically selected when it becomes active during combat initiative. This is pretty handy for the GM. The conflict was confirmed by using Find the Culprit with only CUB enabled. It seems that only Target Enhancement conflicts with that feature.
I'm attaching the CUB and Target Enhancement configuration screenshots so you can reproduce (however I tried several combos of settings in your module, to no avail, as long as your module is enable, the select feature in CUB stops working during combat).
