It seems it's not possible to handle gmx:Anchor as substitute of gmd:LocalisedCharacterString. However, it seems possible to handle xlink:href attributes, in the wrapping element gmd:textGroup (similarly to what is possible with gmx:Anchor). This would allow to add a URI for a LocalisedCharacterString similarly to what's possible with gmx:Anchor as substitute for gco:CharacterString.
