Can't connect to database

BIRT runtime is running inside Spring Boot app. Locally, my application connects fine to a database and generates Excel file, but when I deploy my jar to Spring Boot web app, report file gets created, but it's not populated with the data.

Database is SQL Server, and I have Microsoft JDBC driver inside lib directory (where all jar files are).

This seems to be an issue with your connection independent of BIRT or JDBC.
You are able to create a connection with another tool from your container?
The message means that the server is available but the login isn't possible.
The good thing is that you can reach the server.
