Adding org.eclipse.pde.spies.feature.group category to Eclipse Plugin Development Tools #1304

IIRC @HannesWell moved the PDE spies to its own feature org.eclipse.pde.spies.feature.group

Should we also add this feature to the Eclipse Plugin Development Tools category?

Where can I find this PDE categories definitions?

Sounds good, but as Ed mentioned we have to improve its definition first.
