I see only 16 downloads on https://marketplace.eclipse.org/content/eclipse-pki#metrics , none in the last 2 months.
Even 100 downloads would be quite low, too low to assume that it would be profitable for a wider audience and thus worth being part of Platform. Additionally to this quantitative hint, there is also a qualitative aspect: there is no clear sign that the majority of the current users would need/benefit from it; and this being security code maintained inside Platform is more code that requires careful maintenance. If there are other people in Platform willing to share this effort, then it can make sense to move the project to a more shared place, but as long as you're the only person interested in its maintenance, then it's safer for Platform if this plugin stays aside for the moment.
Note that this is just the state as of now, if any quantitative or qualitative indicator changes, the conclusion could easily change.
