Tag the organization in mlflow runs

Describe the task. It can be a feature, documentation, etc.

We currently tag runs by hpc and user, but we do not have a link to organization. This could be useful for grouping runs and experiments and for resource checks.

TODO:

• confirm the need and the use case. metnor used the hpc field
• what would be a streamlined interface? we do not have good ways to assign org groups or tag by theme 2 / theme 3.

It would be nice to keep this flexible so that we can add tags to specific "campaigns". Organization can be there by default although I cannot see how to implement this. The HPC-specific user name is there and perhaps we need at some point an internal list with user names.

Theme 2 / Theme 3 is clear from the partner.

Since we ingest the config as experiment parameters, it turns out to be already possible today. We just need to agree on a common language to the maximum extent. Here is a proposal:
