虽然在config中可以设定权限，但那是静态的，有时候存在动态的权限。比如用户能修改XX，但是仅能修改和他有关的XX，那么就必须加载完数据才知道

因此给Action加一个阶段，供重写，根据返回值判断是不是算没权限
