I followed your steps but I cannot see the routers folder I configured. Do I need to point it elsewhere

The "router" folder is created after you run rancid for the first time. See the section "Subversion Repository" which describes these steps. Also keep in mind, that this instruction is 6 1/2 years old. Nowadays you would probably follow other approaches, e.g. combining rancid with Github.
