This is an issue mainly associated with the implementation of UndoManager class in LibreOffice core. For further info the user is refered to LibreOffice Core

Relevant bug

This is an LO bug. Steps to reproduce:

  1. Open document
  2. Insert text
  3. Open page styles
  4. Customize current style
  5. Enable header or footer
  6. No undo steps available
