monitoring: No monitoring metrics on sourcemap usage

There used to be monitoring metrics e.g. apm-server.sourcemap.decoding.* and apm-server.sourcemap.validation.* but they are no longer available since #6447 . There is limited visibility into how well sourcemap fetcher is performing.
