[Tables sweep] Add tabular content guidelines

Summary

We need to add guidelines for recommended column and cell configurations based on the types of content rendered inside.

Acceptance criteria

• The guidelines should cover the following topics:
  • Optimal column/cell widths in relationship to header and body cells
  • Text alignment
  • Text wrapping
  • Actions column
  • Horizontal scrolling
  • and other common recommendations
