Set latest room version by default

**Description:**
Synapse must support the latest available room version by default. Currently, if I create a new room with the latest version of Synapse, it takes version 10 and not version 12.

This could pose a security risk if we were not aware that room versions lower than 10 have a vulnerability, for example.

The goal is to avoid forcing the latest version in the homeserver.yaml file.
