feature request: dues out-of-whack report

While nosing around i3detroit's instance yesterday, I noticed that in addition to the obvious existence of a few members way back in dues, there are also a few way up. This might indicate a problem with the way transactions are being credited, or that someone's paying dues but doesn't have an active membership. Currently there's no way to find these cases, since they're not in arrears.

It might be nice to have a list of anyone whose account is >$100 over (or a configurable amount, preferably), or anyone whose account shows more than one transaction per month.
