Numbers circled in red appear to be mostly sequential but have no significance that I can discern. Initially my eye assumed that they were the counts of members in each category, then I quickly realized that wasn't the case. But that would be super useful!

Changing title, was "Membership report includes meaningless numbers".
Right now, we ask our membership coordinator to give a report at each meeting, of how many members we have at a given level, and by all rights I don't know how he gets these numbers. Probably by taking an export and using Excel's sort-and-filter.
Seltzer must be producing these numbers internally to produce the pretty graph above. Could it just spit out the tabular data too?
