Add timezone/offset for servers with no PHP Timezone Set

My server did not have the timezone set in PHP, so despite being in MT (GMT-7) and the server in PT (GMT-8), the date-stamps on our transactions were coming in on the next day when performing member manintenance at 7PM.

Once I set the PHP timezone to match the server's timezone, the date issue went away.
