Unified Container Component PoC:

• Worked on right-side panel
• Move Backend and Text providers to Vue #13041 - needed, as otherwise shared state wasn't visible in Vue. Needed for unified right-side panel
• Tab Panel and Router in Vue was merged, and worked on after-fixes:
  • Fix vue router regression #13040 - fixed blinking when switching categories, but stopped at review.
  • Tab View Fixes #13070 - Finished, but still applying comments.
