For example, when viewing the page index.php?title=Special:Wiretap&filterUser=asdfasdfasdf (for a user that does not have any hits), the following error is returned:

[XXuK6mU1-h1hil-LOlnKZgAAAAE] 2019-09-13 12:26:19: Fatal exception of type "Error"

Instead, it should either report that the username does not exist or that user has no history of viewing the wiki.
