Describe the bug
When scheduling multiple missions it happens sometimes that localization mission is not placed above the others.

To Reproduce
Schedule multiple missions and it sometimes occurs.

Expected behavior
The localization mission should always be scheduled first.

This will be much easier when #1354 is merged

#1354 is in now. It works fine in local tests as well.

This is handled in #1417 since 1354 had to be removed because of database complications.
