Can LA be deleted if student changes placed HEI to another one?

Page 6:
Deletion of the LA can only be carried out when signed by the student and/or the sending HEI. Once the LA is signed by three parties, it cannot be deleted.

Scenario*:

• Student was placed to HEI A.
• LA has been signed by 3 parties.
• Student had to change host HEI to another one (HEI B).
• This change has been confirmed by home IRO.
• Student needs to prepare a new LA.
  - Can the office delete the old LA which was prepared for HEI A?

* This scenario is a real case.

According to cited Business requirements not. But may be it is not needed. There is most probably a status of the mobility to which this LA is attached saying that the mobility has been cancelled.

Specification does not say anything specific about the approved LAs.
