Implement full Drag&Drop for tabs

It would be very handy if tabs could be dragged and dropped to rearrange them, similar to how other tabbed programs work.

I'm checking some solutions to this interesting issue.
At first I want implement this Drag&Drop in a more advanced way, in which we can have screens upper and lower.
