The helper scripts icont.cmd, iconx.cmd, icon.cmd, and bin\smudge.cmd are written in pure MS Windows CMD script.

It might be much better for maintainability to rewrite them as shebang icon scripts. As can be seen from the release history, MS batch double-quote syntax is challenging by itself, and even more challenging in that short-name generation is not uniform between, e.g., Windows 10 and Windows Server 2016, forcing testing on both platforms, and who knows what will happen on platforms to which I don't have access....
