Unable to download documents when signed out

I tried to download the Knights Statutes, but was unable to do so. As a non-member I expected these documents to be publicly available, yet they were not

Reproduction steps:

1. Go to https://app.kotkt.nl/nextcloud/downloads/
2. Double check that I'm not logged in.
3. Click the download button next to "Statutes (Dutch)"

Expected behaviour: A PDF that opened in LibreOffice Calc my PDF viewer
Actual behaviour: I get redirected to the log in page
