Make the experience of having network issues better

There is no concrete work yet - just general ideas.

A few users have had issues while running a VPN or on their company network. It would be great if we made the experience of network issues better. Potentially we could just detect X number of network issues and then show an alert of some kind. Explaining what the issues might be.

This is kind of like how Google Meet will at times mention you "may have network issues" and provide some details on how to manage them.
