[Tracking] Pectra Support on OP Stack

Description

Lists the EIPs going into Pectra. (See EIP-7600 for a list of L1 Pectra EIPs)

Closed issues are either EIPs that

• don't apply to OP Stack
• have been merged into spec

EIPs that are open either require

• a noop spec (spec stating no L1 diff)
• a spec to use feature on L2

we need to be able to see the issue labels of the sub issues, for example like paradigmxyz/reth#11241 . this reth task list is made with the syntax above.
