If we are moving on to discussing CFI states I would like to add the EOF EIPs to that list for consideration.

I would also request the retroactive EIPs be moved earlier in the agenda, and time boxed if needed.

This sounds like a great process point! Wonder if for each EIP discussion there should be a pre-defined champion who's willing to pound the table, in writing? And that should allow for a nice timeboxed conversation, with clear next steps or blockers?

Thanks for the input, everybody! To start from the bottom: @gakonst generally agreed. To make sure we get through what we missed last time, I've moved it to the top. We can start with your team's state growth research, and then the two retro EIPs (cc: @petertdavies). Then I want to wrap up the Dencun EIPs.

For the Pectra proposals, we'll do a couple minutes on each by the person who posted it on the agenda (cc: @charles-cooper) . Once we get through the list, it'd be good to hear from all the client teams about what we want to include in the first Pectra devnets so we can start working on those 😄

@adietrichs and I presented our proposal for an issuance change in Electra in connection with our research on endgame staking economics on ACDC some time ago. Although it would be a consensus layer change, if there is time today, we would like to flag this as a topic to ACDE as well.

Agreed @terencechain - worth understanding the impact on EL vs CL, and where EL teams should be spending more time on?

Eg txpool, or engine api kzg times etc
