Add Reasonable Templates To .github Repo

This issue covers creating reasonable templates for the .github repo to provide projects with defaults where possible. This might entail moving some items from the TSC repo into .github.

The suggested templates are:

• CODE_OF_CONDUCT.md (will move the fairpm COC into .github)
• SECURITY.md (which means we need a policy)

These would apply to repos that do not have their own versions.

Are these auto-applied to all repos in the org?

@bensternthal Thank you! There was a question about issue/PR templates today, but that sounds like a different scope than this issue.

@cdils Possibly. You can have org wide issue templates by placing them in the same folder. The link I posted above has more info on how to implement.

@ramseyp As discussed in today's call, a template for Testing steps would be great. Ideally, this is automatically created as an issue when the RC is published.
