Control PLC with RPi

I'd like to enter to this field, but i can't get into foundations. For example:

I tried to GPIO.output(18, True) on Python. I measured voltage and it still is low.

How can we talk for a while? Thanks in advance.

Hi,
I don't use the GPIO of my RPI, instaid I use a industial IO module on
24V with an Ethernet interface.
