Allow setting owner if superuser

Right now setting the owner_role flag lets you pick form an existing owner_role, but if you give a username it
does not set the user.  For migration purposes, it would be useful if a superuser can set the owner of a new namespace.
So if the owner_role is not in the owner_role list, and it is a username, we should set the owner, if you're a superuser.
