Tracking issue for adding a "Using component dependencies tutorial".

Additionally it might be nice to separately include an "advanced section" (if folks can imagine content for that) that answers some non-obvious questions newcomers might have around why spin is managing a projects dependencies and not their language toolchains, etc.
