Background

Until #153 is resolved, the workaround for using genesis processing has been to run it locally and dump / restore the resulting tables via pg_dump / pg_restore.

Acceptance criteria

The genesis processing script includes a flag which allows the user to write the resulting data to a file (to be COPYied manually or by some other process), instead of COPYing to the DB directly via client API.
