There are mixed types and syntaxes in the Tide lookup that need to be cleaned up. What standard should be used to document things like rising and falling?

Also update the master Tide lookup table when decisions have been made

Current values are:

Tide: -0.6
Tide: -1.5
Tide: 3 feet rising
Tide: extreme low tide
Tide: Falling
Tide: flood tide
Tide: High
Tide: high (but dropping)
Tide: High falling
Tide: High-rising
Tide: intertidal
Tide: low
Tide: low tide, choppy
Tide: Low-falling
Tide: low.
Tide: Rising
Tide: very low.

Do we want to separate values from descriptors or leave a free text and remove the lookup list?
