this error represent that your trying to connect a node with a multi address but the connection is refused and you can't dial with it!
there are some reason for it:

1. your internet connection have problems
2. the multi address you trying to dial with is invalid or is not listening
3. or its can be a bug from code go-jsonrpc@v0.2.2/handler.go:406
