Will is at a point where he needs from review from @joaosa and @AmeanAsad who is out this week, so finishing this is top priority next week.

Will, Amean, Aarsh are finalizing whether they have the necessary tests before moving to staging.

Amean is going to review the tests PR, Aarsh will also review this PR by EOD Tuesday 9/19 his time.
After these reviews, Aarsh is taking ownership to get this into staging and begin testing.

Update:

• Stabilized some test flakiness. Fixed an issue with the sorting for the top candidate nodes that caboose selects.
• Wrote a baseline test case for testing cache affinity that is currently failing and imo needs to be addressed before we push to staging.

• Cache affinity test stabilized by Aarsh. Now ready
• Compliance cids ported over. Awaiting review feat: port compliance cids caboose#164
